Dr. Jay Jay Billings is the CEO and a Principal Applied Scientist at Band Gap, a Virginia Public Benefit Corporation dedicated to developing technology that creates a better world. Blending his extensive background in artificial intelligence, machine learning, and high-performance computing, he tackles complex challenges to create solutions with a lasting public impact in critical areas like agriculture and special education.

Prior to his work at Band Gap, Dr. Billings spent his days writing scientific software across government contractors, National Labs, and Big Tech. His notable past experiences include working on “AI for trucking” at Amazon and leading the U.S. Department of Energy’s first Research Software Engineering group at Oak Ridge National Laboratory. He is an active member of the Technical Advisory Council at the Eclipse Foundation, where he also leads the development of the Eclipse Integrated Computational Environment.

When he steps away from the keyboard, you can find him spending quality time with his family or out in the woods, volunteering to help restore the American Chestnut tree.

Cathleen Titcomb is a Co-Founder and COO/CFO of Band Gap. Armed with the grit required to build from the ground up, she manages the financial and organizational architecture that keeps the company moving. Cathleen specializes in untangling complex operational hurdles and building the lean, scalable systems that allow a small, focused team to tackle big challenges.

Cathleen began her career as an auditor at PricewaterhouseCoopers before moving into management roles across the government contracting and technology sectors. Most notably, at AOL, she led the financial operations for a $900M business unit, where she navigated rapid organizational shifts and complex financial planning for high-level executives. Later, while managing several years of intensive medical advocacy for her family, Cathleen founded an independent design and letterpress studio. This entrepreneurial chapter bridged her analytical background with technical production, further defining her reputation as a resilient and versatile problem-solver.

Outside of her work at Band Gap, Cathleen balances her professional demands with a love for the great outdoors. She can drive a tractor, loves growing tomatoes, and believes few things are better than a good bonfire and spending time feeding friends. She is also an active community volunteer. She lives in the countryside with her husband, her son, and a rambunctious Irish Terrier named Fergus (affectionately known as “Fergasaurus-Rex”).
